Governor Gavin Newsom has signed Senate Bill 1414 (SB 1414), authored by Senator Shannon Grove (R-Bakersfield), into law. This bill increases the penalty for soliciting or purchasing a child for sex from a misdemeanor to a felony, with the condition that 16 and 17-year-olds must be proven victims of human trafficking.

"Today marks an incredible victory for California children. With the signing of my bill, SB 1414, we are reaffirming our commitment to safeguarding the most vulnerable among us—our children," said Senator Shannon Grove. "Criminals have been far ahead of us when it comes to child sex trafficking; we must have a strong approach to eradicate this brutal crime and ensure no child is reduced to a commodity."

Senator Grove also highlighted the importance of this legislation alongside another bill she authored, SB 14, which was enacted last year. "The enactment of both of my bills...provides a significant step in the right direction to protect our children from both child sex traffickers and buyers."

SB 1414 was influenced by survivors of human trafficking who shared their experiences to push for change. The bill received bipartisan legislative support and backing from over 100 organizations, including sponsors like 3Strands Global Foundation and Love Never Fails.

Ashlie Bryant, CEO of 3Strands Global Foundation, commented on the new law: "This legislation is a reflection of the tireless efforts of survivors, advocates, and legislators committed to ending human trafficking in our state...passing this legislation is a victory for prevention and a beacon of hope for countless children across California."

Vanessa Russell, Executive Director of Love Never Fails, expressed similar sentiments: "Today is a day of victory for California’s exploited children and their families. We thank Senator Grove and all who supported SB1414 for standing up and protecting vulnerable and precious children."

First Partner Jennifer Siebel Newsom added her support: "No imperative is stronger than our responsibility to protect the most vulnerable members of society. Senate Bill 1414 is a critical step to help keep children safe from the heinous crime of sex trafficking."

SB 1414 will go into effect on January 1, 2025.
