The U.S. Attorney’s Office has announced the recipients of the 2023 Eastern District of California Law Enforcement Awards, recognizing exemplary collaboration among federal, state, and local law enforcement agencies in addressing public safety issues.
U.S. Attorney Phillip A. Talbert stated, "Congratulations to all of our award recipients on being chosen and for their efforts to address dangerous crimes that threaten the residents of the Eastern District of California." He emphasized the importance of these agencies' contributions in seeking justice for victims and maintaining community safety.
The Fresno Multi-Agency Gang Enforcement Consortium (MAGEC) was honored with the Outstanding Law Enforcement Agency Award for its work in two major investigations. These operations led to arrests and charges against over 25 Norteño gang members involved in serious crimes such as murder and drug trafficking, as well as charging ten MS-13 gang members for multiple murders around Mendota.
In Sacramento, the Hi-Tech Crimes / Internet Crimes Against Children (ICAC) Task Force received similar recognition for its role in prosecuting severe sexual offenses, including cases involving child pornography production and sexual abuse by trusted individuals like a physician and a nurse practitioner.
Individual awards were also presented to outstanding officers who demonstrated exceptional professionalism and investigative skills. Yuba County Sheriff’s Office Peace Officer Sixto Torres received recognition for his work on Operation Splazh Down, which disrupted a large-scale drug distribution network in Sacramento. His efforts led to significant drug seizures.
Fresno County Sheriff’s Office Sergeant Scott Schwamb was awarded for his work with the Internet Crimes Against Children Task Force. His investigation resulted in a lengthy prison sentence for an offender using hidden cameras to exploit minors.
The Outstanding Federal Agent award went to FBI Special Agent Jessi Groff in Sacramento for her leadership on international terrorism cases, showcasing her detailed case management skills. In Fresno, Homeland Security Investigations Special Agent Jackie Lovato was recognized for his pivotal role on the Fentanyl Overdose Resolution Team (FORT), which targeted fentanyl traffickers causing overdose incidents.
These awards highlight ongoing partnerships across different levels of law enforcement dedicated to public safety within California's Eastern District.
