Senator Shannon Grove (R-Bakersfield) has announced that her legislation, Senate Bill 1043, known as the Accountability in Children’s Treatment Act, has been signed into law by Governor Newsom. The bipartisan bill is sponsored by celebrity advocate Paris Hilton and her nonprofit organization 11:11 Media Impact. It aims to enhance the welfare of California's youth in treatment programs.

California’s short-term residential therapeutic programs (STRTPs) serve children and young adults requiring higher levels of care. These facilities can use restraints and seclusion rooms if a patient is deemed a danger to themselves or others. Currently, these facilities must report all instances of restraint and seclusion room use to the California Department of Social Services (CDSS). However, this information has not yet been made publicly available online.

SB 1043 mandates that CDSS post this critical data online, including each incident report.

The Accountability in Children’s Treatment Act will go into effect on January 1, 2026.
