FOIA Request to California Community Colleges Chancellor’s Office Regarding Financial Aid Fraud on May 7, 2025.
As part of our ongoing commitment to transparency and accountability in local governmental affairs, we at the Sacramento Standard have submitted a Freedom of Information Act (FOIA) request to the California Community Colleges Chancellor’s Office. This request seeks detailed records concerning financial aid fraud within the state’s community college system.
The request is driven by alarming reports indicating that financial aid fraud is escalating within California community colleges. According to a recent article from CalMatters, bots account for 25% of financial aid applicants, with scammers—referred to as “Pell runners”—exploiting artificial intelligence to secure grants and then disappearing. This fraudulent activity has reportedly cost educational institutions over $5 million since 2021, despite efforts to enhance detection and bolster cybersecurity measures.
Our FOIA request specifically asks whether the agency tracks incidents of financial aid fraud. If such data is available, we have requested the following information:
– College Name
– Applicant Name
– Fraud Amount
– Fraud Incident Date
As members of the media, we are dedicated to gathering and reporting news that holds public institutions accountable while providing transparency to the public. Accessing these records is essential for us to fulfill our professional responsibilities. Given our role in disseminating crucial information, we believe this request qualifies for a fee waiver as it serves the public interest.
Additionally, we are supported by The Coalition Opposing Governmental Secrecy, a non-profit organization committed to investigating state and federal governmental agencies through Freedom of Information and Sunshine Laws. This collaboration underscores our dedication to pulling back the curtain on government actions and informing the American electorate.
We await a response from the California Community Colleges Chancellor’s Office and will continue to report on developments regarding this critical issue.
