City Council approves 35 more tiny homes for Roseville Road Service Campus

The City Council approved the purchase of 35 additional tiny homes for the Roseville Road Service Campus, Mayor Kevin McCarty announced on March 27. The decision is part of ongoing efforts to increase shelter capacity and address homelessness in Sacramento.

The move aims to provide more options for people experiencing unsheltered homelessness, with the new units expected to expand the campus from 196 to 231 units. The investment of $435,158 is funded through the State’s Encampment Resolution Funding (ERF) program and follows previous expansions that added tiny homes and replaced trailers at the site.

“These 35 additional tiny homes at Roseville Road are possible because of smart choices the City has made to shelter people cost effectively,” said Mayor Kevin McCarty. “Tiny homes are in high demand. People experiencing unsheltered homelessness prefer them to congregate shelters because of the privacy, dignity, and security they grant. We are meeting people where they are and getting more people off the streets faster.”

The campus operates as a hub for services provided by organizations such as The Gathering Inn, First Step Communities, Step Up on Second, and Sacramento County behavioral health specialists. All units will be equipped with electricity, heating, and air conditioning. The ERF grant also supports operations at the campus for two years.

From March 1, 2025, to February 28, 2026, a total of 303 individuals were sheltered at Roseville Road Service Campus; among those who exited during this period, some found permanent housing or moved into improved situations. As of March 24 this year, about three-quarters of new north campus units were occupied by individuals relocated from nearby parkways.

Construction on these additional tiny homes is expected to be completed later this year.
